Reports to: Resident Representative/Project Director
Location: Zambia


The Deputy Resident Representative/Deputy Project Director (DRR/DPD), an expert in technical and administrative start-up activities, assists the Resident Representative/Project Director (RR/PD) in all aspects of administration, implementation, managerial oversight, and technical and programmatic leadership for PMC’s program in Zambia.

It is imperative that the candidate understands the Zambian and/or regional context. The proposed DRR/DPD will work and coordinate with a wide variety of stakeholders, particularly the Government of Zambia (GRZ) and civil society organizations to build cooperative relationships with them. S/he will also act as the RR/PD in the absence of the RR/PD.

The DRR/DPD works in two essential realms:

1. Program Management

The primary duty of the DRR/DPD is to assist the RR/PD with PMC activity and project implementation, including program reporting, proposal and budget preparation, and monitoring.  The Deputy Resident Representative may need to stand in for the RR/PD in times of absences. Program management duties include:

  • Assist the RR/PD to assure the implementation of all PMC activities in Zambia
  • Serve as Acting RR/PD during the absence of the RR/PD from Zambia
  • Assist the RR/PD to prepare monthly activity reports to submit to PMC headquarters, government counterparts, donors and project partners
  • Assist the RR/PD to develop proposals and budget estimates
  • Assist the RR/PD to monitor implementation of all in-country contracts, as needed

2. Technical & Program Leadership

The DRR/DPD provides leadership and quality assurance related to the technical and creative aspects of producing, recording, and broadcasting the drama. Technical and Program Leadership duties include:

  • Coordinate and supervise the activities of the creative team, including the producer(s), studio technician(s), writers, and actors
  • Read the scripts written by writers and participate in the validation process
  • Identify broadcast partners, and negotiate contracts for broadcast of PMC dramas and other supporting media extensions
  • Monitor broadcast contracts and broadcast schedules
  • Provide electronic files of all creative products to PMC headquarters, government counterparts, donors and project partners in a timely manner
  • Assure the high quality of all creative products
  • Any other duty as requested by the RR/PD


  • Master’s in Public Health, Social Behavior Change Communication, Development, International Relations or a relevant field
  • Minimum of 7 years of experience in project management at a senior level, working on programs addressing health-related communication for Reproductive Health, Malaria, HIV, Nutrition, GBV, etc.
  • Understanding of the Zambian context, particularly the media sector
  • Experience with radio or television programs strongly desired
  • Demonstrable commitment to reproductive health and related social and health goals
  • Must be fluent in written and spoken English
